FOIA REQUEST Executive Order 13526, Subparagraph 1.4
Hi there, I got another letter denying a FOIA request and don’t understand why I was denied. I should still meet the requirements under Secs. 19000.11 through 1900.13 and should be processed under Act, 5 U.S.C. 552 regulations which should be processed/contacted within 10 days and See 5 U.S.C. § 552(a)(6)(A) (i) (2012 & Supp. V 2017). Adverse determinations, or denials of requests, include agency decisions that the requested records are exempt, in whole or in part, as well as determinations that the requested record does not exist or cannot be located. Adverse determinations can also encompass procedural matters associated with a request, such as decisions on fee waiver or expedited processing, or the form or format of the requested records. See, e.g., Department of Justice FOIA Regulations, 28 C.F.R. § 16.6(d) (2018).
At this time I am giving you an opportunity to reevaluate the initial response/denial by your committee and to identify any potential legal errors, as it increases I, the requesters’ confidence in the formalized FOIA process by providing a second opportunity for the request to be fully reviewed in good faith, especially if the document is illegally and falsely created by someone with a personal agenda against my good name... Look at my eBay account “storfam” I got 202+ Feedback since 2003 ALL POSITIVE, plus it has my pic so you know who your talking too! Doing business I have some credit to my name that I carry with my word as my bond, I am an honest upfront person and don’t deal in bullshittery with others especially you guys “in charge”, just ask my .......................................................................................................................................................................................................................................................... they have put up with some of my mental health bullshittery calls/TTY’s (one example, being attacked by something I can not see with my eyes, now WTF is that up about?!? Still no full explanation yet other than 5D beings intruding into the home, just food for thought right now...) I explain in further later on in full detail my mental health so theres no confusion. Any further denial could lead to subsequent formalized legal proceedings and I’m too broke for that, plus legal documents are annoying to create but I WILL DO IT IF I MUST, so lets just avoid that learning curve and be real with each other here! EASY and NO FEES No wasting my time in Open Office creating good looking legal documents, I’m to poor for the real MS Office Word 365 and the official templates! I do not want to contact OGIS, please lets not go there!
If you deny me again I want a full explanation of all nine statutory FOIA exemptions your denying me for with full detailed cause explained without all the legal jargon plus a NARA explanation, plain english in a high school graduated, some college level education, you guys are making my struggles mentally harder here so just spill the beans, ex, SCI (why not SCI/PRA?!?, you treat it that way...if I’m right on that one I really deserve a cookie, a special cookie! JK I don’t do that stuff, bad for my mind and feels awful, makes me more anxious lol and I don’t need more of that!) Speaking of Cookies someday we might have to get into discussion about the website www.TruePeopleSearch.com and discuss “cookies and cache” about that site/s/site repositories held on various host servers like NetProtect, but let’s not focus on that today, I’m here for the re-appeal.
I’m really starting to believe I’m truly a victim of some form of identity theft, I found confirmation in one of my Google Voice accounts for a TEXT MSG from the DMV in New York City and congrats to get a license either for identity or a drivers license, I have only lived in Washington State my whole life mostly about an hour north of Seattle the major course of it and I have never applied for any other ID or any services outside Washington State. Recently I got more evidence of identity theft and filed a New York DMV Case Reference # ............... Date Created: 09/19/2022 08:09 AM. My recent find was my Google Account had a prior address listed on it 114 5TH AVE NEW YORK, NY in Manhattan 10011. GPS 40.73792* N 73.99278* W, just in case you need to double check me, but this is where I believe that ID or Drivers License may have been used potentially and quite possibly my photo as well you can look me up in ............................................................................................................................................................................... but I usually don’t check that last one often... Lastly I traced my IP address to a Apartment Building on 5TH AND MADISON, personally I have never been to that building ever in my life but found it weird my IP went to that specific of building, so if you happen to find a Kia Niro 2017 with ripped ECO sticker I can inform you that is some imposter, can’t afford NY how the heck Downtown Seattle, not possible right now! Really gotta be living something like my partial-worst-life scenario.
A while back I submitted a Privacy Act - Certification of Identity Form and never received that document via USPS Postal Mail. I submitted that form with all my information required, I blacked out areas so nobody could tamper with the form after my entered text I was very tediously official on this form to prevent document altering. Why was this form not sent to me via USPS or other Delivery method requiring my return signature and check of ID to the address exactly provided like it was on form ....................check your records, see if you sent it somewhere else because if you did THAT WAS WRONG! Plus proof someone intercepted your mail room possibly providing an imposter address?!? I did signature request once before via USPS and someone just took the mail without signing, very nice... Not how a Government Agency should say follow the rules of the Government Funded Postal System? The CIA sent another Privacy Act form to fill out but I already did it, tediously to make sure nobody modified it and that it came back directly to me!
Under Sec. 1900.41 (b) / (2) I strongly feel the Executive Secretary of the HRPB or other board members be picked out say by an “IT Guru” (that’s some new legal jargon I picked up which I don’t know if would apply here, but you might know the guy using that term haha for 100 illegally stored classified documents, just saying, maybe appoint the IT guy to that team, he’s probably got access to the emails getting those documents to begin with!) but appoint someone else (ex. Ask your Webmaster for his input give the IT guru’s a chance at some board decision they know all your passwords and how to reset them so obviously they can snoop your emails, just saying.) This review is due the fact it’s believed identity theft is occurring and some form of cyber attack and identity theft has/is occurring due to my letters and DMV complaint. This appeal is addressing Sec. 1900.42 (b) 32 CFR 1900.03. My iPhone now contains analytic logs literally entitled “TRAP” in the name which tells me somethings up, it’s a trap!
Now I have schizoaffective disorder which means I hear voices that come into my head (telepathically it seems to me...), they “seem” like people in my head/mind and could be associated with members of our higher ups in our country/government... which is very, very odd... and bizarre BUT thats what I’m dealing with here in my mind and it seriously bothers me because it’s like non-stop chatter 24/7/365! Think like a phone call but never-ending with people you just want to hang up on. It’s seriously the most ANNOYING thing in the world to put up with but they have mentioned involvement in the requested FOIA documents and including their concern writing this appeal they chatter all about it, so now you know how I first got interested, pretty WEIRD right!
My life is pretty boring in my opinion and I am trying to stay logical in understanding what’s going on and be an informed citizen but also stay on top of my personal identity because I have gotten so many letters stating my information was compromised on the internet. I am not trying to be annoying but actually helpful and honest because something is still not right here, so many things don’t add up with your denial letter I got. I believe that I am entitled to a waiver of fees. disclosure of the documents I requested in is in the public interest because the information is likely to contribute significantly to public understanding of the operations or activities of government/ former President #45 and is not primarily in my commercial interest. I am seeking the full truth behind whatever curtain is being held up here, was this document marked SCI because you guys seem to be treating it like it is! I’m just a simple guy looking for why no straight up answer, the FBI was easy and said chill basically and “no” your not a POI.I request that you release the withheld documents notwithstanding their exempt status (especially if it’s SCI!). The public interest in their release outweighs the public interest in withholding them because our whole entire UM could be in danger and at risk, yes I know THAT is taboo to talk about on earth but unfortunately I have no other choice and the evidence in that document could prove a ...................... seemingly ones personal agenda to “fuck someone over” sorry for the language but that’s what's at stake here.
Some highly sensitive information has been covered up for my own safety but rest assure this is the FOIA the CIA is working with that they refuse to comment on at any level. I have shared and shared with the media The Guardian, The Everett Hearld, I faxed to members of Congress, (The Honorable) Nancy Pelosi and a handful of others. The DNI has a FOIA to as well checking the CIA for fraud waste and abuse and the DNI responded back they won't look into it but they responded back fairly quickly to me! I even snail mailed the CIA a copy to their fraud abuse team and nothing back was heard.
Trust me more will come with time. As this goes on I will only seek the TRUTH for THE TRUTH ALWAYS COMES OUT!!!
